And those speeds are available in their network only!
Outside their network, the download speed is limited to 10-30 Mbps to most of the servers on this planet.
Try to download a huge file (>1GB) from any server located in USA and you'll see your REAL downloading speed.
Quality means low latency.
Quality means no bottlenecks.
Quality means ping without variations.
I don't know many ISPs in Europe and USA able to provide all the above at the same time.
p.s.
For any multiplayer game, 1 Mbps (100 KB/sec) is more than enough.
So the download speed is not important at all anyway.
