This is not a bug, it was my wish.
All the fences are treated like walls.
That's useful to help you defend your base in the upcoming CTF and Domination.
But if I declare them "wire net", the bullets can pass through.

That's the trigger radius.
It's independent of maps, building structures and positions.
In fact you should say "thank you" for that.
