is there any other way i can reduce lag???

Now my computer is just absolty lagging really bad i turn Q3 shadders off and it still acts the same and this anticrerater or whatever its not on my computer and i can't buy anything for my computer so is there any other way to reduce this terrible lag???

well is just is there a way i can reduce the lag i can get one is just my brother wouldn't allow it is there like any other program i can use or something fire fox works kinda alright but there seem to be some crap in the main menu like changing to smooth but thats really bad.
