What Remus means, is you need to have the "Keys" to the jeep. Which is only given to most likely players like supreme, milan, zoldyack, etc

The speed has been reduced because TOO MANY players look like they have speedhack. And TOO MANY players have a triple-strafe appearance, where they just magically blink and show up on the opposite side.
