That's right.
Every day you'll see from time to time camps with ZERO players.
This is not a bug, it's the multiuser protocol.
After the last player leaves the camp, the server keeps that camp active a few more seconds.
So if you scan the camps during those seconds, you'll see that empty camp.
To start a new camp or to join a camp with ZERO players is the same thing.
