A Core 2 Duo processor, 2GB RAM and GeForce 8600GT are enough for 16 players per camp.
But 160ms ping is not enough and 240ms is out of question (you cannot even join a camp).
I might keep the 160ms ping as minimum requirements, raise the number of players to 12, but that means +50% processing power demand.
We have many players with 49-50 FPS in any full camp, but most of them have laptops or cheap desktops (not suitable to play 3D games).
Do not forget about our ancient player
hannibal.
He cannot play at all in case of more than 6 players per camp.
On the other hand, we have a bunch of players with ping >160ms and/or bad connections.
For all of them, 12 players per camp is out of question.
p.s.
The Hopeless 2 NetController has been design to run perfect with 160ms ping (or better)
and 8 players per camp (presuming all of them have decent connections).
Most of the standalone multiplayer 1st person shooters don't accept players with ping >120 ms.
