I have lost accumulated ammo during play. Just now I had 57 rounds for the RPG and it suddenly went to zero. Is this a form of punishment?

Its the suicide punishment,too many players was using it on purpose such as shooting their own feet in order to kill the other player,it is considered a selfish move when done so often,so a punishment was in order.
Note: you lose pro weapons and frags so be very careful.
