How do I adjust it to get good HD picture and all that stuff?

I installed a brand new graphics card and everything still looks exactly the same.

Help me now and I won't humiliate you in camp when I finally figure it out!

I think it's this stupid Vista. It keeps automatically downloading a generic VGA driver and I can't stop it! I've went to preferences to stop it, I cancelled the download in progress, etc... but it keeps popping up.
I can tell from the game page that it's not working right. The character walks around in a circle looking like slow motion. It's just a glich fest.

the actual switch for disabling the onboard video could be a physical jumper OR a software BIOS setting

When I go to disable the graphics, it says I must reboot. THEN after I reboot it says "Vista has detected bla bla drivers and has disabled bla bla" ... So I go and look and it's supposedly the onboard disabled, but it messes my screen resolution up and it's like the ATI isn't running but the generic adapter's running.
I need to completely get rid of these Vista graphics and then install the ATI graphics. But I can't. Even if I unhook it from the Internet, it still downloads.
I'm gonna look around in the registry or something and completely remove all video card entries.

So, I guess it's a switch on the motherboard. And I haven't the slightest clue where to find that. I Googled my model (Dell Inspiron 531s) and I can find stuff talking about pins and plugs... but nothing related to graphics cards.

After I get my refund, I can then get the PCI-E 512mb model that, so says the guy (idiot morons), will work in place of onboard graphics. Vista will recognize the PCI-E, and I can set it in my BIOS to recognize it. The reason it wasn't recognizing it is because of the PCI bridge to get to PCI-E.
